Some thoughtful people contrast "do" and "be" according to the level of activity; for example, the inverse of "don't just sit [be] there, DO something" is something like "don't just do something, SIT [or be] there." And yet, to BE in motion or to BE in stillness need not translate to static presence or absence of action. When a person does their best to BE still, BE strong, BE alert, and so on, these all can mean something filled with effort and significance. In other words, the command painted on this small stone in the city's wetland park to "be kind" can have a double meaning - take actions of kindness, or simply within one's own heart the command takes on the meaning of striving for tranquility and equanimity.
