Circles in the sand are from drops of water falling off its tubular limbs. Found it: Eudistylia vancouveri.
These worms are quite common on the pilings and rocks during low tide exposure times. Inside of the tube, a colorful (usually red) worm lifts. Googing the worm's name Eudistylia vancouveri will give you wonderful pictures of what they look like when filter feeding.
