I took another photo of this over a decade ago and stated that it is an abandoned Lehigh Valley Railroad bridge. The winding country road goes through one of the twin tunnels. I haven't been able to find much information about it. There is nothing on either side of it so much has disappeared over time.

You can’t quite make out the bicycle in this photo, but a few local kids rolled up and walked through while I was shooting this. At their age I would have avoided an older guy hunkered over a tripod within the shadowy hulk of an abandoned building, muttering as he tried to line up a shot with a 10mm lens through the sunglasses he forgot to swap out.
But they came right up and talked to me. Numbers breed confidence, I guess ... either that or I just don't look very threatening anymore.
