Community leaders from Isabela, Philippines, and Greenpeace activists, wearing gas masks, blocked the gates of the Philippine National Oil Company (PNOC) compound, in Taguig City, south of Manila, with signs showing skulls, symbolizing how coal plants are a menace to the environment and to human health. The community leaders delivered a petition signed by 15,000 concerned Isabela citizens rejecting a proposed integrated coal mining and mine-mouth power plant project.
