Time is based on the preliminary NIST timeline called "Relative from Visual Analysis", as used in its WTC visual databases, and from which it was derived, including the time uncertainty and notes on the timing process (source file: CumulusRecordsExportPhotos082611.cre).
Five seconds are added to the database time in order to meet NIST final timeline named "Adjusted Time from Television Broadcasts", and used in the WTC investigation reports.
Notes by NIST on its preliminary timing:
"OLYMPUS DIGITAL CAMERA Retimed by WMP on 6/26/04. Original time obtained by adding 1:05 to EXIF times. These didn't seem quite right. In P9110001.JPG fire has already made second rapid spread across 97th floor on west face of WTC 1. The time is listed as 9:00:43, but it didn't occur until 9:01:04. Time is off. I noticed that there was a large object falling on the south face in P9110008.JPG. I looked for this in videos around the expected time. I saw two possibilities in Andfrea clip_2B, one was around 1:40 (9:07:48 + 1:40 = 9:09:28) and the other around 2:12 (9:07:48 + 2:12 = 9:10:00). Since the Exif times is 9:07:27 this means that either 2:01 or 2:33 needs to be added.to the EXIF time. I had noticed a small piece of debris falling along column 104 in P9110007.JPG, which has an EXIF time of 9:06:42. When I first tried to find this piece in video I couldn't see it. However, by adding 2:01 and 2:33 to the EXIF time I now had two specific times (9:08:43 and 9:09:15) to look at. I observed debris at the correct location (92nd) floor in Andfrea clip_2B at 57:21 or 9:07:48 + 58 s = 9:08:46 am. This is close enough to indicate that it is timed correctly. I used the latter time since the location of the debris is known more accurately. Add 9:08:46 - 9:06:42 = 2:04 to EXIF times. An uncertainty of 2 s is assigned. Updated on 6/20/03 SPS, JLS Time found by: Photo P9110012.jpg of Kenneth Gross, has debris falling which is matched to WNYW1clip29.avi @1min 43sec25 frm + and 29 starts @ 9:11:58 = 9:13:41 actual time. WNYW is very unclear and it looks like the debris is slighty lower in WNYW 29 so 1 sec is added. so +- 4 sec Old time +- 10 sec Updated on 6/19/03 JLS. Use AP Richard Drew picture AP_Drew_68655975_14.jpg at 9:41:29 AM. The west face climbing guy is on the 93 rd floor window 433 and appears to be slightly higher in photo P9110012.jpg. Old time +- 78 sec Time based off timestamp given by camera, time uncertainty of 78 seconds is given using the smoke present on the West face of WTC1 in photograph P9110004 making the photo sometime after 9:02:17:00 AM (using WABC clip #25 to watch smoke) and then subtracting 9:02:17:00 from the time stamp of photo P9110006 being 9:03:35:00. Using these two times the time uncertainty is 78 seconds."
