The building is the Atlantic Hotel Sail City with a height of 140m. At 90m is an open panoramic deck. Cost is €4 (October 2022) and you can get a ticket from a machine.
I went at sunset but the weather wasn't good. It was drizzling and windy and I was the only idiot that went up. Anyway... I'll go back when the weather is a bit better.
