The Twin Peaks Property Owners Association, which described itself as responsible for the creation of the Twin Peaks Tunnel, consisted of A. S. Baldwin (Baldwin & Howell) as president; R. C. Newell (Forest Hill) as Vice President; and directors Joseph A. Leonard (Ingleside Terraces), C. C. Young, Duncan McDuffie (St. Francis Wood), J. E. Green, C. A.Hawkins, Fernando Nelson, and George N. Merritt—all owners or developers of land West of Twin Peaks."
