Toros Djerdjeian dresses up as Mr. Canada at the Toronto 175th Birthday celebrations at City Hall, Nathan Phillips Square.
Apparently Toros dresses up like this or something similar at various public events he told me. I confirmed this through some newspaper articles where he was noted or quoted. I will look for him again in the future.
