Looks like Truck 16 is in a parade. Everyone is dressed in their Class A uniform.
Over the Boys' Latin School building you can see the clock tower at the B & O Railroad's Mount Royal station. Although the B & O doesn't operate the depot any longer, the clock tower survives.
Baltimore MD Engine 23

Engine 23 is equipped a "Baltimore Bathtub". That's the large round bottom fixture mounted over the hosebed. That "Bathtub" was used as the equipment compartment on B.F.D. engines. This Engine is also furnished with three pre-piped turret nozzles. Behind the hard suction hose this apparatus is lettered "High Pressure Service".

Baltimore purchased two Seagrave tractors in 1940 and four in 1941. It is not known which year this tractor was delivered.
The tiller wheel on Hayes aerials was located under the aerial ladder. Look closely and you can see the steering wheel.
Note the billboard advertising Wrigley's Spearmint Gum. Just above the STOP sign is a storefront that is the location of Walbrook Hardware & Supply.
