Utility work, part of the reconstruction of Wells Street in downtown Milwaukee, Wisconsin. The duct bank of multiple gray plastic pipes is probably for the City of Milwaukee Underground Conduit (CUC) system. Also a water main valve box in the foreground.
Per City design standards, CUC duct banks are typically built 39 inches below finished grade (to top of duct package).
