One of a series of plaques put up around the Plateau almost 20 years ago. This one is on Saint-Laurent at Laurier (hence the reference to the ancien hôtel de ville, which is now the fire station at that corner).
I've just googled and haven't found a list of these as I thought I might. [Later note: see below, there IS a list, and not all of them are in the Plateau as I thought.]
The theme seems to be permanent monuments to fleeting moments – rather photographic in a way.
