PECK'S SKIPPER BUTTERFLY-09241617-
One of the smallest skippers with a forewing measuring only 1/2 inch (1.27 centimeters). This species is never abundant, but this year, it is entirely missing in most habitats. Found at the U.S. National Arboretum perched on Vernonia 'Iron Butterfly'.
Note there is much discussion on the Internet regarding the scientific name of this skipper, but I vote for the one that makes sense, Polites peckius.
