I think this mudra signifies "stopping the relatives from fighting" though I'm not sure why the one on the left has a much more relaxed left hand than the other two.

Buddhas are created in various positions (reclining, seated, standing) with different hand gestures known as mudras. This hand gesture signifies stopping or pacifying the rising ocean, which goes quite well with the stop/hold back message of the red tape.

For whatever reason, there was a gathering of various little Minis in front of Town Hall on this afternoon. There were quite a few more than just these three. I always feel pretty tall when I stand beside one.
