It travelled with SAM (Mada Air Services), Imperial Airways (through Rhodesia) and Air France.
The Stamp in the lower left Corner is depicting the Mailer SPCA 41T "Type VII" F-AKDY from the SAM.
Notice that the Addressee's a Shoes Discounter, who's Supplier is, in all likelihood, located in Mada.

Szolem M. MANDELBROJT (1899-1983)
is a french naturalized mathematician born in russian Warsaw, into a family of Lithuanian descent.
At 20, he moved to Kharkov, where he was a student of Sergei Bernstein.
1920: he emigrated to France and settled in Paris.
1928: he was appointed as assistant Professor at the University of Lille.
1929: he became a full Professor at the University of Clermont-Ferrand.
In December 1934 Mandelbrojt co-invented 'Nicolas Bourbaki' a virtual mathematician.
He'll hold the Chair of Analytical Mechanics and Celestial Mechanics at the Collège de France from 1938, succeeding to Jacques Hadamard.
In 1936, several Members of his Family emigrate from Poland to France.
He was in Charge of One of Them, his Nephew Benoit, who was to discover the Mandelbrot Set, and coin the Word Fractal.

Savel RADULESCO or Rădulescu (October 19th, 1885 - August 27th, 1970, Bucharest)
was a romanian Diplomat.
He started his career in 1921, and worked as Secretary of Nicolae Titulescu at the League of Nations.
He was also Undersecretary of the Ministry of Foreign Affairs in six Governments, from 1932 to 1936.
The ministerial Mail above corresponds to the second Gheorghe Tătărescu Government Period, and was sent from the "Royal Ministry of Foreign Affairs of Romania" in Bucharest, to his summer House on the french Riviera, the residential Grand Hotel du Cap Martin.
This Hotel was built in 1890 by Hans-Georg Tersling, on a plot bought by George Calvin White, subject of Her Gracious Majesty the Queen (The White, from 'The Black&White' Whiskies).
It accomodated distinguished Guests, like Franz Joseph I, Emperor of Austria and his wife Empress Elisabeth, almost every Summer.
The Guests of ex-Empress Eugénie de Montijo, Napoléon III's wife, also stayed there during the Building of her Villa.
In 1933 and 1934, after important fire Damages, it was renewed and transformed.
Nowadays, it belongs to the Municipality of Roquebrune-Cap-Martin (aka RCM) as a "listed joint ownership property".

During the Summer of 1939, the french Airline "Air France Transatlantique" continue to build the "transoceanic" Flights Program.
This item concerns the Route from Marseille (Biscarosse) to Port Washington, New York, via Lisboã, for diplomatic reasons, and Las Azores.
The mail has left Pont-A-Mousson (Meurthe & Moselle) the 23rd of May in the early morning.
From Marseille (Gare Avion) wednesday, the 24th of May, it arrived at Faial, one of the central azorean islands, on friday, may 26th (no stamp) to reach New York the Day after.
It's, in fact, a two-way Cover from the Begining: Mr BRIJON strongly expected the Return of his Missive, after three Days spent at Church St Anne Post Office (in- & out-coming Stamps plus return via Foreign Bureau on Back).
For his third transatlantic Voyage, the Flyingboat Latécoère 521 "Lieutenant-de-Vaisseau-PARIS" reached Bermudas and New York, after a 54 hours and 50 minutes Trip, with 37.5h of Flight.
