I have no information about who made this or why it's here. Thanks to Google Street View, I can tell it was made in 2023. You can see the dying tree in older years. The arms were attached later and not carved that way.
This is located in Altamont's town square. in 1990, Arsonists burned down the courthouse in this square, and I believe the remains of the stone foundation is behind it and to the right.

Take a close look at the tree stub in the image, it consists of intricately carved characters. The stub and a portion of the roots are carved, by skilled artisans in Thailand. Chiangmai in Thailand is where many carvers come from. This carved tree stub can be seen at the Wat Khao Chawang temple in Chantaburi Thailand. It is quite likely that, the artisans that worked on this wooden carving, came from Chiang Mai in North Thailand.
Just a short note to say that the Wat Khao Chawang in Chantaburi, has many more amazing wood carvings. The temple is located on a hill and the surroundings are very scenic.

It's a rudimentary bit of carving but very effective. Great to see that a felled tree can still contribute to making people smile!

For years, the image of an African-American chef appeared on Cream of Wheat packaging and in ads, reminding some consumers of earlier depictions they find offensive. The smiling Black man in a white uniform worn by chefs had not changed much since his debut in the late 19th century. The character was named “Rastus,” a pejorative term for Black men.
The Black chef will no longer appear on Cream of Wheat packaging where he was the face of the brand for more than a century, the product’s parent company announced in a decision that came three months after it vowed to re-evaluate its marketing to ensure it did not “inadvertently contribute to systemic racism.”
The hot cereal joins Aunt Jemima, Eskimo Pie and other products that have shifted brand names and images amid calls for racial justice.
