Or are they junk-mail mailers, nobody knows. I see where somebody used his or her vehicle to drive overtop of them, with tires.
Ha ha it looks like some kind of a washed-up sea-vertebrate doesn't it! Look close, it'll tell what you need to do if you've got a leaky roof in Philadelphia, or if you need to get your kitchen renovated in Philadelphia.
Certain sections of Philadelphia are well-known to attract notorious litterbugs but I hope that this situation was merely the result of a minor accident.
