This fountain in front of 904 Rue Saint-Urbain in Montreal is known as the "Fontaine des Lumières" (Fountain of Lights). The fountain incorporates elements of light, water, and sometimes sound to create an engaging and dynamic experience for visitors. In Chinatown in downtown Montréal on June 2nd, 2018, outside a florist business on the south (locally "west") side of Rue Saint-Urbain, between Avenue Viger and Rue de la Gauchetière Ouest.

The building is estimated to have been erected approximately 1880, according to the online Ville de Montréal rôle d'évaluation foncière (property assessment roll).

In my belief system, a single step plus a handrail is a staircase.

I CHOOSE TO TRUST that it would not have been possible to preclude the necessity for these numerous handrails by smoothing out the step into a gentle slope.

This is in Montréal; does it look French to you?

Imagine that the windows' venetian blinds are raising and lowering to the rhythm of one of your favorite songs, as one or more street performers incorporate the handrailings into a dance.
