Yea a real estate listing from 2021 says it's a fiveplex. It also asserts that it was built in 1930, but I looked at some old St Joseph city directories at the Library Edition of Ancestry.com and that does not appear to be true. A service station was located here into the 1950s at least.

Yea it is a city-owned parking garage. The city is St. Joseph, Missouri.
I HAVE DECIDED that the parking garage is from the 1970s, on this basis: A different parking garage, also city-owned, a couple of blocks away, has a nearly identical architectural style, and this 1976 document says it was under construction at that time. Voilá, the 1970s.
